Seed order: Siddipet collector faces Telangana HC ire | Hyderabad News – Times of India

HYDERABAD: The Telangana high court on Tuesday recommended criminal contempt proceedings against Siddipet district collector P Venkatrami Reddy, seeing to know why he was behaving as if the state has included paddy in the list of Narcotics Drugs and Psychotropic Substances.
While directing the government not to harass paddy seed sellers, Justice T Vinod Kumar referred the issue of contemptuous behaviour of the collector to Chief Justice Satish Chandra Sharma.
The court turned serious when it was brought to its notice about the threats issued to the seed sellers that their licenses would be cancelled if they sell paddy seed and the collector would not honour the court orders, even if they secure a stay.
After hearing a petition filed by Bathula Narayana, a farmer from Imambad near Siddipet, who questioned the decision of the collector, the judge passed the order.
‘No one will be harassed for selling seed’
Narayana’s counsel brought to the notice of the court that the collector held a meeting with seed dealers and threatened them that they will be sent to jail if they sell paddy seed.
“Your shops will be seized, your license will be cancelled. I will not implement the stay orders of the high court and Supreme Court even if you secure them. I will not allow your shops to be reopened, was the essence of the threats held out by the collector,” the counsel for the farmers quoted the collector as having said.
Advocate General BS Prasad clarified that the state has not banned the paddy crop or selling of paddy seed and assured the court that no one will be harassed or penalized for selling seed.
The judge took on record the assurance of the AG and directed the state government not to take any coercive steps against paddy seed sellers.”Any such instance hereafter would be met with serious consequences,” the judge warned.”I am referring the matter to the chief justice for examining the issue for an appropriate decision,” Justice Vinod Kumar said.
