CHENNAI: The election commission has banned public meeting or procession in connection with the election from 7pm on March 4 till the closure of election. Party functionaries and workers brought from outside the constituency, and who are not voters of the constituency, should leave the segment immediately after 7pm on March 4.
The commission on Saturday laid down a slew of regulations in view of the assembly election in the state on Tuesday between 7am and 7pm. No one shall display to the public any election matter by means of cinematograph, television or via FM radio, WhatsApp, Facebook and Twitter. This also includes, all electronic form of communication, including SMS and internet.
The commission also said that no one shall propagate any election matter by holding or by arranging any musical concert or any theatrical performance or any other entertainment or amusement with a view to attracting the public. “Any violation is punishable with imprisonment for two years or fine or both, with reference to Section 126 (2) of the Representation of the People Act, 1951,” chief electoral officer Satyabrata Sahoo said.
The government authorities will check marriage halls, community halls, lodges, guest houses to check outsiders.
The CEO said the vehicle permit extended to candidates, including star campaigners of the party would cease to be valid with effect from 7pm on March 4. Each candidate is entitled to use a vehicle for his own, for an election agent and another vehicle for use of his workers or party workers.
No candidate will be allowed to hire or procure or use vehicle for transporting the voters to and from the polling station, a corrupt practice punishable under Section 133 of the Representation of the People Act, 1951.
Sahoo said that candidates and political parties can set up temporary campaign office at 200m outside the polling booth with two persons manning the office. They should not allow unnecessary crowd.
