MUMBAI: Mumbai Metropolitan Region Development Authority (MMRDA) has ordered an inquiry into the under-construction bridge collapse incident in the Bandra-Kurla Complex (BMC) on Friday morning.
Fourteen labourers had a miraculous escape after a span of an under-construction bridge of Santacruz-Chembur Link Road (SCLR) Extension project collapsed in Bandra-Kurla Complex (BKC) on Friday morning.
The bridge, of which construction began in 2016, was conceived to decongest CST road, Vakola junction, connects LBS road to Western Express Highway.
Metropolitan commissioner SVR Srinivas said, “A three-member committee, comprising experts from Indian Institute of Technology (IIT) and Veer Jijamata Technological Institute (VJTI), will conduct an inquiry and submit its report in 15 days.”
The inquiry committee will look into the causes of the collapse and recommend measures to prevent such incidents in future.
He further said that the internal audits undertaken by MMRDA through their staff and third party will also be examined.
Guardian minister for Suburban Mumbai Aaditya Thackeray tweeted, “The MMRDA has instituted a 15 day inquiry and those responsible for the negligence or any other reason for this section collapse, will not be spared.”

The collapsed span was made of steel. It had a sharp curve-shaped design. In April, the span was laid above the MMRDA ground portion near BKC-MTNL junction, parallel to the path of Mithiriver in that area.
Fortunately, there were no pedestrians below the collapsed portion as the MMRDA ground, where work is under progress, is completely barricaded.
The 65 m long and 8 m wide two-lane span which collapsed weighs 250 MT.

Srinivas said, “Prima-facie it appears that there may have been some issue with the bearings.”
The bearings are fixed on the two opposite pillars above which the steel span is placed. The bearings take the load of the superstructures and substructure of the bridge.
The arm that collapsed originates near Citi Bank on BKC road and takes a left turn before taking another left turn to take traffic from BKC to Santacruz.
Srinivas said, “The bridge tilted when work on pouring of concrete was in progress on the surface of the slab.”
Fourteen labourers, who were taken to VN Desai Hospital, had suffered minor injuries. They will be paid compensation as per the labour act.

The contractor for the bridge is J Kumar Infra Projects Limited. The work on the bridge had begun in 2016 and was scheduled to be completed in 2019. However, the absence of right of way and design issues, as well as Covid-19 induced lockdown, had led to extension of deadline. The bridge, as per revised schedule, was targetted to open in March 2022.
SCLR extension, which is 3.8 km long, is being constructed at Rs 415 crore.
